Reporting to the Capital Programme Officer, a highly experienced condition building surveyor is required to work in the Capital Programme Team within the Asset Management Service.
The role to assist in the delivery of the condition survey programme across the educational and operational building portfolio within Lancashire. To carry out condition surveys within a set parameter and timescale and input the information into a property asset management system. To work with the Capital Programme Officer to identify improvements in the systems and processes that are used to capture and record condition data and support the wider Capital Programme Team in the delivery of its service objectives. Accountabilities/Responsibilities
• Working in the Capital Programme Team within the Asset Management Service you will be responsible for assisting in the delivery of condition surveys across Lancashire. • As field based staff you must be able to work independently with minimal supervision and plan and manage your own workload effectively.
• You will be required to use your knowledge of building or engineering building pathology and apply this to identify specific defects and associated remedies and costs across a wide range of building stock. • Using your detailed knowledge of construction related health and safety matters to inform decision making.
• Have detailed knowledge of construction related legislation and its implications on buildings and infrastructure.
• Consult with premises managers and central service managers and other professionals.
• Demonstrate a broad experience in a construction related maintenance environment.
• Contribute towards Identifying improvements in the way the service is delivered.
• Identifying building fabric, mechanical, electrical and health and safety priorities.
• A good understanding and experience of different construction types and methods and their associated defects and subsequent remedies.
• Provide support in the preparation and monitoring of the Capital Condition Programmes.
• To carry out other ad-hoc reports, surveys, inspections and programmes of work as required by the service. Skills and experience:
• Experienced Building Surveyor suitably qualified to degree status or equivalent.
• Must have On Construction Domestic Energy Assessor (OCDEA)
• High level of experience and knowledge in building/mechanical/electrical pathology, identifying defects and remedies, building construction types, mechanical or electrical infrastructure(particularly educational buildings), Health and Safety legislation, codes of practice, relevant legislation and current standards.
• Experience of identifying and prioritising condition needs across a varied portfolio.
• Experience of undertaking detailed condition surveys from start to completion identifying defects and priorities.
• Have experience in construction enabling the assessment of a wide variety of construction related problems.
• Experience of Department for Education (or equivalent) condition survey methodology.
• Experience of interpreting information and undertaking analysis of information from differing sources to formulate a conclusion.
• Experience of using property asset management systems to input data.
• Experience of working with or within local authorities, schools and public buildings.
• Ability to organise and manage time and prioritise work effectively whilst delivering a number of programmes, projects and strategic objectives.
• Knowledge of asset management principles.
• Experience of working independently with relevant specialised systems, equipment and/or IT software packages. • Good knowledge and experience of Microsoft Excel.
• Experience of working within the built environment.
• Experience of utilising reporting tools. Essential: A relevant professional or technical qualification to degree level or equivalent (e.g., Building Surveying, Building Services Engineering, Project Management, Quantity Surveying, Construction or relevant subject matter).
