STFC Hartree Centre are looking for a band F leader to deliver on the development of the business case for its flagship Hartree National Centre for Digital Innovation programme renewal (£150-200M approx.). The Hartree Centre in Daresbury specialises in advanced high-performance computing, data analytics and AI, including quantum and supercomputing projects with the aim of accelerating the uptake of new digital technology into UK organisations.
As the business case lead you will be accountable for co-ordinating all the data and reports needed, writing and editing proposal documents and ensuring all required approvals are granted before submission of the final business case to DSIT and HM Treasury. You will work with a range of specialists from across the Hartree Centre, STFC and UKRI.
Person Specification
Degree level in a commercial, legal, technical, or engineering discipline or similar, or equivalent experience
Excellent strategy and commercial awareness, and proven experience in leading the delivery of multi-million-pound high-quality public sector five-case business cases that adhere to the HM Treasury Green Book and business case guidance.
Excellent communication, influencing and stakeholder management skills, and an ability to communicate confidently and effectively with customers and internal stakeholders.
Develop strong linkages with the Centres and Departments across the National Labs that you are working with. Be able to work with the Science/ technology delivery teams for the programmes that you are developing business cases for to ensure by in into what the business case promises and describes.
Track record of successfully leading teams across a research/technology, business case, procurement, and finance environment.
Good attention to detail, accuracy, and efficiency in written and verbal communication with an ability to quickly interpret detail and establish key relevant points.
About You
The ability to work collaboratively is essential. You will need to be a strong communicator and can deliver at pace, prioritising to meet changing deadlines. You will also be able to build and maintain effective relationships with a diverse range of stakeholders.
You will have proven experience of:
Leadership: the ability to think strategically and drive forward workstreams in complex environments, welcoming and responding to views and challenges from others, and promoting or defending the team’s actions and decisions where needed. Be able to work at multiple levels within UKRI and within HM government.
Making Effective Decisions: be able to solve multi-dimensional problems, have strong analytical judgement, and the ability to draw conclusions from complex and incomplete data.
Working Together: Be able to setup high functioning teams across multiple departments to achieve complex objectives, can develop strong, trust-based relationships with others, even when objectives are not aligned, using highly developed inter-personal skills.
Managing the delivery of complex business cases. Given the nature of the role, existing skills and experience in developing public sector business cases is essential, although there will also be scope for building skills on the job. Experience of working in large scale science facilities would also be an advantage.
